Non-filing cases
These are the most common. The application is allowed only once every pending return is filed and the tax, interest, penalty and late fee on those returns are paid. Filing is the real fix, and the application follows it.
A cancelled GSTIN can often be revoked, but only if you act inside the window and deal with whatever caused the cancellation. This guide covers the deadline, the filing steps, what the officer checks, and what to do if the answer is no.

An officer can cancel a registration on their own motion. The usual grounds include failure to file returns over a continuous period, a business that cannot be found at its declared place, and findings of fraud or other contraventions of the Act. The reason shapes the whole application, so read the order itself rather than relying on the portal status alone.
These are the most common. The application is allowed only once every pending return is filed and the tax, interest, penalty and late fee on those returns are paid. Filing is the real fix, and the application follows it.
If the officer doubted the address or the business, your reply needs evidence that the place exists and operates. Explain what changed, provide documents, and expect a show-cause notice before any decision.
Legal basis: Rule 23, CGST Rules 2017 (CBIC) and Section 30 of the CGST Act. Confirm the current text, because the period has been amended.
The clock starts when the cancellation order is served on you, not when you first read it or when the date printed on the document falls. Many applicants lose time by counting from the wrong date or by working from an old 30-day article.
| Event | Timing or example date | What it means |
|---|---|---|
| Cancellation order served | 1 March 2026 (example) | The clock starts on the portal date of service, not the date printed on the order. |
| Rule 23 window ends (90 days) | 30 May 2026 | File REG-21 on or before this date. Plan to file well before it. |
| Extension (discretionary) | Up to 180 more days | Only for sufficient cause, with reasons recorded in writing, granted by a senior officer. |
| Officer's approval order (REG-22) | Within 30 days of receiving the application | Either the registration is revoked or a REG-23 show-cause notice is issued. |
| Your reply to REG-23 (REG-24) | Within 7 working days of service of the notice | Working days, not calendar days. A missed reply can end the application. |
| Final decision after your reply | Within 30 days of receiving the reply | Approval in REG-22 or rejection in REG-05. |
| Returns for the gap period | Within 30 days of the revocation order | Covers every return due between the cancellation order and the revocation order. |
The example counts calendar days from a service date of 1 March 2026. Check the service date on your portal notice and the current text of Rule 23 before relying on it.
Do not wait for an extension. An extension needs sufficient cause, reasons recorded in writing, and a senior officer's approval. Count back from the window end and file with time to spare.
Prepare before you log in. The form itself is short, but your reasons and documents are what the officer reads.
Note the date it was served on the portal, the reason it gives and any deadline it states. The window runs from service, so the date printed on the order may not be the one that counts.
If returns were missed, file them. If the premises could not be verified, make sure the address is genuine and documented. If the business has closed and no longer needs its number, revocation is the wrong route; see the comparison below.
Where the cancellation was for non-filing, Rule 23 allows the application only after the pending returns are filed and the tax, interest, penalty and late fee on them are paid.
Log in and go to Services → Registration → Application for Revocation of Cancelled Registration. State your reasons clearly and attach the supporting documents.
Tick the verification box, choose the authorised signatory and place, then submit with a DSC or EVC. Keep the Application Reference Number (ARN) that the portal generates.
The officer may approve in REG-22, ask for more information in REG-23, or reject in REG-05. Check the portal's notices and your registered email and mobile at least once a week.
Portal menus change from time to time, so follow the labels shown on the portal. The legal requirements are in the Rule 23 text on CBIC.
A good reason is short, specific and tied to evidence. It says what happened and when, what has changed, and which document proves it. Officers handle many applications, and a clear chronology is much easier to approve.
“Due to some technical issues the returns could not be filed. Please revoke.”
“GSTR-3B for March to May 2026 was not filed because of a bookkeeping error. All three returns were filed on 10 July 2026, with tax, interest and late fee paid, and the challans are attached.”
Your registration is revoked and your existing GSTIN is valid again. The returns for the gap period must be filed within 30 days of the revocation order.
Your move: Clear the gap-period returns at once and check the ledger. The officer has doubts and needs answers before deciding. This is not a rejection. You must reply in REG-24 within seven working days of service, with documents that answer each point.
Your move: Reply on time, point by point, with evidence. The application is refused after the notice and reply process. Under Section 30(2), the application cannot be rejected unless you have been given an opportunity to be heard.
Your move: Appeal under Section 107 within the time limit, or consider fresh registration.Form sequence and timelines: Rule 23, CBIC. Notification 38/2023–Central Tax, the source of the 90-day window, is on the GST Council site.
The right move depends on why the registration was cancelled and whether the business still operates.
Revocation is usually the right route. File the four returns, pay the tax with interest, penalty and late fee, then apply in REG-21 inside the window. Give a short account of what went wrong and what now prevents a repeat.
Show that the place exists and was operating: a lease or ownership record, recent utility bills, dated photographs and a clear reason why the visit failed. Expect a REG-23 notice before any decision, and answer it in full.
Revocation is designed for cancellations ordered by the officer, so it generally does not apply to a voluntary cancellation. If you need GST again, apply for a fresh registration instead.
Whatever the cause, the officer is checking whether the problem has been fixed and whether the registration will stay compliant. Before you file, be ready to answer these questions with documents.
Are all returns for the period filed, and do the figures match what was declared?
Is the tax, interest, penalty and late fee paid, and can you produce the challans?
Is the address genuine, with proof of ownership or rent and evidence of current activity?
Do your reply, the portal record, bank statements and invoices tell the same story?
What has changed so that the same problem will not recur, such as a new filing calendar or a new person responsible for returns?
These routes solve different problems. Picking the wrong one wastes time, so compare them before you file.
| Route | Use it when | Timing | Result |
|---|---|---|---|
| Revocation (REG-21) | Your registration was cancelled by the officer and you want it back. | Within 90 days of service of the order, extendable on sufficient cause. | Your existing GSTIN is restored if approved. |
| Appeal (APL-01) | You dispute an order, such as a rejection, under Section 107. | Generally three months from the order, with a possible one-month extension. | The appellate authority reviews the order. No new GSTIN is created. |
| Fresh registration (REG-01) | The business is still operating and the revocation route is closed or not suitable. | Whenever you need registration. | A new GSTIN, with its own record and no carried-over history. |
Appeal periods are set by Section 107 of the CGST Act. For fresh registration, see our GST registration guide.
In a non-filing case, an application without the returns is wasted effort. Rule 23 requires the returns, tax, interest, penalty and late fee first.
“Technical issue” or “it was a mistake” rarely persuades an officer. Say what happened, what has changed and which document proves it.
Seven working days is short, and notices can sit unseen on the portal. Set a reminder the day you see the notice.
The window runs from service of the order on the portal. Counting from the order date on the document can cost you days you thought you had.
Extensions are discretionary and need sufficient cause recorded in writing. Treat the 90-day date as your deadline.
Revocation restores the registration. Input tax credit questions for the cancellation period have their own conditions and need separate review.
Our calculators give a quick estimate to plan the payment. Final amounts come from your portal ledger.
Revocation of cancellation is the reversal of a cancellation order. If the officer approves your REG-21 application, the cancellation is withdrawn and your existing GSTIN is valid again. It is not a new registration, and you do not get a new number.
Under Rule 23(1), as amended by Notification 38/2023–Central Tax with effect from 1 October 2023, the REG-21 application must be filed within 90 days from the date the cancellation order was served. Articles that quote 30 days describe the earlier rule. Check the current rule text and the service date on your order.
Yes, in limited cases. The Commissioner, or an officer authorised by the Commissioner who is not below the rank of Additional or Joint Commissioner, can extend the period by a further 180 days at most. The applicant must show sufficient cause, and the officer must record the reasons in writing. It is discretionary, so do not plan around it.
If the window has closed, a REG-21 application is generally not available for that order unless an extension was granted. Check whether the cancellation order itself can be challenged by appeal under Section 107, because the appeal period is also short. If the business is still operating and needs GST, fresh registration is the practical route.
If the registration was cancelled for not filing returns, yes. Rule 23 bars the application unless the returns are furnished and the tax due on them is paid, along with the interest, penalty and late fee on those returns. For other cancellation grounds, the officer may still ask for pending returns, so check the order and any notice.
REG-21 is the application to revoke a cancelled GST registration. You file it on the GST portal under Services → Registration. It needs your reasons and supporting documents, and it is signed with a DSC or EVC.
The officer must pass a revocation order in REG-22 within 30 days of receiving the application, or issue a REG-23 show-cause notice. After you reply in REG-24, the officer must decide within 30 days of receiving that reply.
REG-23 is a show-cause notice setting out the officer's doubts. Reply in REG-24 within seven working days of service on the portal. Answer every point, attach documents, and keep a copy of everything you file along with the acknowledgement.
No. Section 30(2) says the application shall not be rejected unless the applicant has been given an opportunity of being heard. If your written reply does not settle the officer's doubts, say in writing that you want to be heard.
A rejection is issued in REG-05. You can appeal under Section 107 using APL-01, generally within three months of the order, with a possible one-month extension. Depending on your facts, a fresh registration may be the better route.
Usually not through this route. Revocation is designed for cancellations ordered by the officer. If you cancelled voluntarily, the normal path is fresh registration. Check your specific circumstances before deciding.
Probably, if returns were late. Late fees apply per return, and interest applies to tax paid after its due date. The amounts depend on the period and return type, so use the portal ledger for final figures. Our late fee and interest calculators give estimates only.
Not automatically. Credit for the cancellation period is governed by its own conditions and time limits. Revocation is about your registration status, and credit questions need separate review, ideally with a professional.
Rule 23 also covers cancellation with retrospective effect. In that case, returns from the effective date of cancellation must be furnished within 30 days of the revocation order. Check the effective date printed on the order, because it decides which returns you must file.
Yes, an authorised person can file. Make sure you keep control of the portal login, the signatory details and the final wording of your reasons. Keep copies of everything filed and the ARN.
Log in to the GST portal and use Services → Registration → Track Application Status with your ARN. Also check the notices and orders section, because a REG-23 notice may appear there before it reaches your email.
Attach whatever proves the reason you give: the cancellation order, proof of filed returns and payment challans for non-filing cases, a rent agreement or utility bill and dated photographs for premises issues, and a short covering note with the chronology. Keep each file readable and clearly named.
Usually it should, once the registration is revoked, but the portal decides access and it can take time to update. Check your e-way bill and e-invoice access after approval, and raise it with the portal if access is still blocked.
